System is WIN98SE
In Device Manager, under other devices, I have three items with exclamation marks:
1. closed caption decoder
2. nabts/fec DB1 codec
3. Wavetop(TM)nabts/cc DB1 codec

Checking properties of these shows drivers missing. I have no idea what these are or what devices they refer to. I afraid to just delete them without knowing whats going to happen. My questions are: What are these and where can I find the drivers to correct the problem?

All three have to do with television in some way. Do/did you have a TV card?
If yes and it's been removed without proper uninstall, these questions will be asked at boot everytime. Look in your add/remove programs list for something along these lines that you do not recognize but refers to some TV app and uninstall it. You may have to manually uninstall all folders relying on this.
Run routines could be also found in system.ini, win.ini, autoexec.bat, or config.sys and msconfig.

Also try opening the properties of each item in device manager and check disable in the hardware profile list.

Do not, did not have tv card in this computer. If I disable these, can I re enable them if necessary? I'm afraid to delete them without being reasonably sure of the results. Codec seems to be related to DVD. I have both DVD player and burner installed and they seem to be working fine.

Just checked device manager , properties, on these items and do not see place to disable?
