What does fdisk #4 (display partitions) tell you?
Was this drive working as an active dos drive or non-dos drive?
A little more info would help.

Does the partition show active?
What happens if you use the other choices to delete partitions?
Primary, extended, logical, or non-dos.
You are aware this destroys any info on the disk?
Try making that partition active and then go through the delete partition routine.
Good luck.

If it does not show a volume label in partition info, then it does not have one.
Respond to the action as such. It'll be either no/enter or just enter when it gets to that option.

Sorry, I don't quite understand where you are right now and what you want to do. CTH has a good outline of partitions here:
http://www.cybertechhelp.com/html/tutorials/tutorial.php/id/36
Follow these steps.
Creating partitions continues in a new link at the botton of the page.
Hope this helps.

How to install windows 98.
This works if you have done all the fdisk, partition, and format correctly.

When you use a startup disk you have 3 options:
use cdrom support
don't use cdrom support
help
If you choose #2 and you get to the a: prompt, type c: and see if it will see the hard drive. If not, something is wrong with partitioning like being activated.

Go back to fdisk and check display partition info. Under status there should be an A for active. If this is not there go back to first page fdisk and choose #2,
set active partition. Set your partition to active and then proceed to the installation.
