Can't shutdown WME, or run *.cpl files

Hello!
I have Windows ME. The problem is that I can execute *.cpl files only with direct click on it in c:\windows\system directory. Wenn I click on them in Control panel or write "control somefile.cpl" in dos/run window, nothing happens (no error messages, nothing). Also I can't restart or shutdown windows (i allready tried the troubleshooter from support.microsoft) - wenn I try it - nothing happens. Hibernate works well.
