No, you cannot extract files from a Restore CD but the file that you need may be on your drive. Do you have a C:\Windows\Options\Cabs folder? If so, follow the below instructions.

Boot into Safe Mode (restart your PC and tap F8 as it restarts).

1. Click Start and then click Run. The Run dialog box will appear.
2. In the Open box, type msconfig and click OK. The System Configuration Utility will appear.
3. Click 'Extract/Expand file'.

Type oleaut32.dll and dont worry about its location. Then click Start.

In the 'Restore From' box, browse for the file’s location in your Windows\Options\Cabs folder.

In the 'Save file in' box, type C:\Windows\System and click OK. The System File Checker looks for the file, saves it as you requested and then tells you that the file has been successfully extracted.

Reboot and let us know if this helped.
