Exception 03H errors! please help!!

My friend just got an older computer from a friend...in my opinion it's not worth keeping..but when you are poor...it's a priceless posession...he recently started having problems with it. It all began when he installed AOL...thankfully those problems were fixed by yours truly...lol...however; i got a call yesterday from him telling me he had problems again...so i went and checked it out...

at startup it is saying "exception 03H in module <unknown> at 0000:827c2811"

that is just one of the very many popups he is getting when the o.s. is booted.
also the computer will not allow any operations other than looking at files...you can not add/remove programs, run msconfig, run regedit, or even for that matter reinstall windows (will not allow me to boot from disk)
so i am asking for help from anyone that has either run into these problems before or that really knows the o.s. (i.e. admins)


he is also having problems recognizing his cd burner... error reads "Error DR4A"
i believe...or something very similar to that he runs iomega roxio 4.0

and the o.s. he runs is windows 98 (yes the original)

i tryed running tweakUI.exe for my computer that is running windows me...i got an error message reading "the TWEAKUI.EXE file is linked to missing export KERNEL32.DLL:GetDllDirectoryW."...that along with
"C:\My Documents\programs\tweakui.exe
A device attached to the system is not functionin."

got any ideas what it is?...i ran hijack this...the log looked like so:
