Outlook on MAC conflicting with Epson 1640xl

I am not very experienced with MAC's. I have a user who has installed an Epson 1640xl scanner on her MAC. She is able to import images from the scanner until she opens Outlook for MAC. After this the scanner is no longer detected. She is running OS X and Outlook does take her back to OS 9 at least to run Outlook. I have installed drivers for both OS 9 & X. Why is Outlook conflicting?

Since Outlook is running through the OS9 emulation mode, you must install the drivers for OS9 if you want to access the scanner through Outlook.

Drivers are installed for both, and I'm not importing images into Outlook. Outlook just initiates the conflict. When the system is restarted we are able to scan until we start Outlook again.

So my next question.. are you certain it's Outlook and not simply the OS9 emulation that's causing the conflict? Are you able to start the classic emulation without starting Outlook and still see the scanner? Have you tried starting the Classic emulation with extensions off (System preferences > Classic > Advanced)?
