NO task bar or programs in task manager!!!

Windows Boots, my mouse works, cd drive works, floppy is okay, Registry seems okay, I get to the screen for my password and put it in as normal, but then something different happens: I get no desktop or task bar. If I press ctrl+alt+del it shows nothing running.

I reinstalled windows - NOPE! I tried register restore - no go! I did a step by step start up-
C:\progra~1\cyberm~2\cyberkrn.vxd is the last thing before it goes to the password screen.

Help!! I have to get back up ASAP!!!!

That's a McAfee file. Can you boot into Safe Mode (restart your PC and tap F8 as it restarts)?
