what file extension do I use to add a device driver in win98

I'm not sure I'm understanding the question.
Generally, to install device drivers, you either run the setup file that came with the drivers or run through the Add New Hardware wizard in the Control Panel, either letting Windows find the drivers on its own or, if it can't find them, pointing it to the folder where you have put the drivers.
