Question RE VPN

I am moderately competent when it comes to networking, having taken certification courses for A+, N+, and MCSE. However, VPN is still a mystery to me. The courses I took seemed to either dance around the subject or I just plain missed it. Anyway, I work in a small engineering office. One of my responsibilities is managing 8 computers in a peer-to-peer network. We do not have a server or a static IP. Is there anyway to set up a VPN with out these things? Do I have to have a static IP? Although, I mainly want it for administrative reasons, It would be nice for the draftsmen to be able to access work from home. I would appreciate any information would regarding this subject.
