Red face Microsoft Critical Update, re-installing over and over

Windows 98SE, Internet Explorer 6.0.2800

I have installed the following 'Critical Update', sucessfully, again and again and again, etc... I don't have a choice, I keep on being asked do I want the same 'update' by the Windows Update feature. ( I don't even use Outlook Express, instead I use Eudora for my emails. )

"Cumulative Security Update for Outlook Express 6 Service Pack 1 (KB837009)"

Is there a switch or parameter that I need to alter in the Registry file ? Is there a temporary file, I need to delete. 'C:\WUTemp' is empty. 'C:\windows\Windows Update Setup Files' looks fine.

An explanation on how the whole Microsoft Critical Update system works on my PC would be great. The information could be applied to future problems. It might even be a good topic under "tutorials".
