missing Schannel.dll file?

I am haveing a problem with my ie, the ciphor strenght is on 0 ! I have tried to reinstall and other things i have been told but to no avail, i did how ever find this file missing, could that be my problem and if so how the heck do i get it back?? I have no discs.

ok i got it to 40 now its back at 0, problems is i have no idea what im doing, lol
got the file , dont know if its where it should be, actually have no idea where it is, lol

ok i got the file on my pc somehow, lol, have no idea where it went, but my ciphor strengh is now at 40, which still is not enough any ideas??
