Desperatly need help with new Hard Drive

Hi, I'm TropicalSnowman
I recently installed a new internal hard drive. I did not have the ppl from Best Buy install an Operating System for me for some dumb reason (by the way I have an HP Pavilion 7940). I then tried to install the original Windows ME disk but a message came up saying "Invalid System disk. Replace the disk, and then press any key". So I contacted HP and they told me to download a custum bootdisk for windows Me, so I did. I then put the disk in the floppy drive turned on the computer and another message appeared reading: "Microsoft(R) Windows Millennium. (C)Copyright Microsoft Corp 1981-1999" Then below that said "A:\>" the directions said that an Advanced Startup Menu was going to appear but it didnt. The next step said that the "A:\>" thing was going to pop up so I took it from there. I typed beside the "A:\>" "fdisk" (as the directions said) and pressed enter but a message came up saying "Bad command or file name". Can anyone help me resolve this issue so I don't have to pay $300 just to have someone else do it.
