What bootdisk are you using?

Are you sure that the PC is booting from the floppy disk?

Did you run the file from bootdisk.com to create a startup disk?

If not then you have only downloaded the executable and not created a startup disk.

You need to run the file in Windows and it will prompt for a floppy disk to create a Startup Disk.

 You probably have it fixed by now, but if not.. You can go to control panel, open add-remove... at the top is a tab for making a startup disk, put a floppy in the drive, and click on the tab. It will make a start up disk for you. Put the floppy in drive A and restart your computer. It will take you to a command prompt. Hope this late message helps you. Ben...

PS make sure you have the bios set to boot from floppy drive first.

You can do all this from the safe mode, From your post I am assuming that you can get into the safe mode from the other disk you were talking about.
