encryption change in IE

Does anyone know of a way - preferably temporarily - to lower/downgrade the encryption level (currently 128-bit) on Internet Explorer 5.0? If a permanent solution was available (other than downgrading my browser version), I might even consider that measure. I'm looking to use IE 5.0 w/ 40 or 56 bit cipher strength.
