Why do some web pages indicate Fobidden when trying to access them?

Such as this one:

Forbidden

You don't have permission to access /FOSI/ on this server.

Now, just the other day I had no problems. What gives...?

humm what programs are you loking for at fossi humm!!!
I been going to that site for a few years now.I tried out a lot of programs through him.
the server tell what can go through or not thats a server stop page they may have passworded it or changed the access through to it.

Yeah Forbidden means the server admin has set up things so you can't get into that directory because he doesn't want everyone looking around.
