Win2000 and msconfig

have looked at forum for possible answer to my problem but have not found it.
can someone help?
I'm running win2000 on an IBM thinkpad T20.
When I try to run msconfig, I get the error message that says Windows "cannot find msconfig (or one of its components)".
searching for msconfig file results in file not found.
does Win2000 utilize another file to control start-up programs? or do i have a faulty win2000 install?

MSCONFIG is not part of Windows2000.
