After upgrading from Windows ME to Windows XP I cannot delete any folder even the empty ones. When ever I try I get the following message: Cannot delete "file name": It is being used by another person or program. Close any programs that might be using the file and try again. I've also tried deleting them in safe mode with no success. However I can delete files. Tried to contact Microsoft but you know how that goes. I think the problem may be in the registry somewhere but now sure where to look.

I have the latest version of Registry Mechanic. No problems are found after using it.

After reviewing the programs I had installed before upgrading to Windows XP I found one called Icon-lockit (which is rather old) and when I uninstalled it I was able to delete folders normally. Thank you for your time.
