On both machines...

Verify your network protocols (http://support.microsoft.com/kb/318030 )
Verify that the 'Computer Browser' service is set to automatic
Check your 'simple file sharing' setting (http://support.microsoft.com/default.aspx?scid=kb;en-us;304040)
Verify that at least 1 drive is shared.

Is it working now?
Do you have XP SP2 installed?
Do you have a software firewall installed and running?

Try pinging each computer by both name and IP address. Also, as the other Z1P posted, make sure you have at least a folder or drive shared on each machine.

Try this,

on the XP PC goto
Administrative Tools>Local Security Policy>
then to Local Policies>Security Options>
Scroll down to
Network access: Let Everyone permissions apply to anonymous users

Double-Click and set it to Enable.

On the ME PC goto My Network Places>Entire Network>
then browse through to the XP PC.
