Windows 98 does not shut down

i have a problem shutting down windows 98 system. when i select shutdown... it comes back to desktop. i have to select ctrl+alt+delete and end msupdate task and then again ctrl+alt+delete and then select shutdown.
am gettin no head or tail bout this... plz help.
