What is trhe distinction between dual layer & double layer burners and where can I find the discs/media?

Do you mean Dual Format and Dual Layer?
Dual Format means that it can write to + and - disks. Some can also write to RAM disks.
Dual Layer means that it can write to Dual Layer disks where you can store 8.5gb to a DVD instead of 4.7gb.
Most PC stores will sell all disks. There are many onlines stores aswell.
