Problem with product key virus or somthing...

Hello there, when I boot up Windows it opens up the product registration box. This isn't the Microsoft one, its some hacky virus kind. I can tell because of the font and what not used. It comes up before anything is able to load at all, and if I try to bypass it in anyway it shuts down the machine.

Ive scanned through the system in the command shell, deleted a bunch of hoaky things and it still happens. Anyone had this problem?

are you able to boot into safe mode

Safe mode gives me an error about explorer.exe somthing or other. It halts there and wont boot any further.
