Is it true that you can buy 128k modems for use on regular phone lines for higher speed internet without subcribing to any broadband/dsl/isdn services?

hehe don't we all wish =)
even if they sold a 128k modem which was a normal modem.... it wouldn't work... you would need a broadband supplier to provide you that 128k bandwidth

you can hook two 56k modems up on seperate phone lines with two dialup accounts to recive a faster connection... but that would be around 100k.... ;) and you would need two dialup accounts two phonelines and two modems... and the special software.... so in a short answer no :(

I did read in a newspaper a couple of months ago that they are testing that in some small town down in Georgia. However, I haven't heard anything else about it and I did some searching on the net about it and Nothing turned up. So I guess we'll have to wait and see.

But, I would say that what you heard wasn't true.
