Question Outlook 2003 PST problem

Hi there! I don't know if anybody is familiar with Outlook 2003, but I've run into a problem and would appreciate any available input towards a resolution. Please review the information listed below:
1. User is running Windows XP with Office 2003. All available updates/patches are installed. Mail is not delivered to this PST file - it is strictly data storage.
2. User has approximately 30 large (1.5G) pst files each with multiple subfolders which were created with the Office XP ANSI format.
3. He created a new Unicode pst file (which is supposed to support file sizes up to 20G) and was working on importing the data from his old pst files.
4. The new PST reached 4G in size and encountered errors. While importing the fourth PST, he received the error message "Operation Failed". He then tried to move the mail manually and got an error that his drive was full. The drive still has 14G free space.
5. The PST file still opens, but access to the subfolders is intermittant. Subfolders with large numbers of e-mails cannot be opened. Although the data can be found when doing a search of the PST file. I don't believe the PST file itself is corrupt but plan to scan it anyway.
6. I added registry keys in the following locations to ensure the PST file sizes were specified:
[HKEY_CURRENT_USER\Software\Policies\Microsoft\Offi ce\11.0\Outlook\PST]
[HKEY_CURRENT_USER\Software\Microsoft\Office\11.0\O utlook\PST]
"MaxLargeFileSize"=dword:00005000
"WarnLargeFileSize"=dword:00004C00
"MaxFileSize"=dword:7BB04400
"WarnFileSize"=dword:74404400

If you have any ideas on how to correct this problem, please let me know. I'm running out of options scouring the net.

The longshot

Thanks for the input but I forgot to mention that one. *whups* Its been done and didn't help. The PST file continued mocking me!

Update

Well, don't I feel a bit silly... okay... completely stupid. *sheepish grin* The drive containing the PST file is Fat32 which only allows file sizes to reach 4G. Converting the drive to NTFS will correct the problem.
