I am trying to move some of my FAVORITES files from an old computer to my new Toshiba (Windows XP). I have successfully copied the entire list of FAVORI
TEs to a CD-RW disc, and now have tried to copy one file at a time from the disc and insert it into the FAVORITES file on Internet Explorer on the new Toshiba...but without success...what protocol, list of steps, will make this process happen ? Thanks

Try importing them instead. In IE, go to File>Import and Export, choose "Import from a File or Address" and point it at the location of the Favorites on the CD.

Welcome :)

The Favorites folder in XP is in C:\Documents and Settings\<username>\Favorites

If you have the Favorites folder or .URL files then you should be able to use Windows Explorer to Copy & Paste.
