want to defrag D, hp pavillion wont let me

Hi,

I want to defrag D & my computer won't let me. It says I have 13% and I need 15 to defrag. Please, would someone please tell me what this means?
It also said I should remove extra files? I don't know how.

Also, I need to know what I need in my startup and what I can delete, because there is too much on the menu, but some of the names I don't know.

Last question is: When I went to internet options, Remove . I tried to remove or delete two screen savers, and it says: cannot open logfile. What do I do?

I have a hpxp pavillion.

I had same problem with a HP Pavilion, W98SE. This forum suggested I boot up in safe mode and defrag. It worked for me.
