I've found the answer and solution to my problem: http://support.microsoft.com/default.aspx?scid=kb;en-us;180257
I understand the instructions and I've gotten to the folder: http://img219.exs.cx/img219/1214/reginfo0yt.jpg
I'm just not sure what I'm supposed to cut and paste or where I'm supposed to put it. If someone could give me a step by step I'd greatly appreciate it.

An easier way is to go to Kelly's Korner (http://www.kellys-korner-xp.com/xp_tweaks.htm), scroll down to line 153, download "Restore Missing New and Text Doc." Run it according to the directions at the top of that page and it will make the registry edit for you and put the "New" option back on the right click menu.

Its says I cannot import the specified file its not a registry script.

I aplogize...the fix I llinked you to is for XP. Apparently, I was confused once again as to which forum I was in.
Reading over the instructions you linked to, what they want you to do is click on the Context Menu Handler folder, not the plus sign. Then over in the right-hand pane, right click on New, left click on "Modify" and change the Value Data field to {D969A300-E7FF-11d0-A93B-00A0C90F2719}.

Okay, So I go into the Registry and then click on ContextMenuHandlers then I get a (Default) (Value not set) in the right pane area, see image. Then where I see the (Default) I then Right Click on (Default) then select Modify, then cut and paste the Value where it says Value data, then click ok? Is that correct?

I added the Default Value in the ContextMenuHandlers folder, but it didn't work. however I did get it to work by going here http://www.helpwithwindows.com/windows95/troub-44.html I downloaded the RegEdit, Merged it and it worked! Thanks for your time and effort. ;)

For future reference, you miss out one step in the process.
You needed to add a new key called "New" then add the default value to that key.
Thanks for the update :)
