A Win98 Startup disk will only get you to DOS.
You then need to run the Flash Utility provided by the motherboard manufacturer.
If your 98 Startup disk is not booting then it's possible that you have not created it correctly.
You need to download the file from bootdisk.com and save it to your PC.
You then need to run it in Windows and it will prompt for a floppy disk.
This will create the startup disk.
