Installed DirectX 9.0. Now, It Only Boots in Safe Mode

I likely have to update drivers for my video card. It is an NVidia GeForce4 4200 64mb. How do update its drivers without access to the internet?

Or, how do I return to DirectX 8 so I can get on the net, update my videocard's drivers, and then install Directx 9.0?

I have little experience with computers, and I would greatly appreciate if someone were available to walk me through this.
