I have a quick question.

Sometimes, I want to be able to put different contents onto the web, in web page fashion, using HTML, but it's nowhere near important enough to pay for a domain name or go through any of that type of stuff. Is there any way I can create an HTML document, put it in a folder on my PC, and make it accessible to others on the web? Even just have the address be myIPaddress.com or whatever.

check with your isp, most will give free webspace to subscribers. Most isps will not allow you to do what you want with the home plan.

The other way would be to allow access to certain folder or files on your PC.
The main drawback would be that your PC would need to be on when people need access to the file.

You could have a Web Server, FTP Server or a program such as Folder Share to do it.
