modem connects, but sites won't load

hi. my mom's computer runs win98. the modem will connect to the isp, but no websites will load, no messengers will connect, and email will not connect. i've sifted through old threads on this site to find a fix, but cannot so far. i tried lspfix.exe from http://www.cexx.org/lspfix.htm and no files went to the remove side. anyone have any ideas so i don't have to reformat? thank you in advance.

is it dialup? What about being on a network or behind a firewall? any error messages? has it ever connected?

yes it's dial-up. there is no firewall. it used to work perfectly. my computer runs on the same isp and account just fine. i didn't find any spyware. so, i formatted and reinstalled windows. it still does the exact same thing. the 'sr. tech' at the isp has no idea if it's not firewall or spyware. this is so very frustrating.

One thing that's sometimes useful is to find out whether you have an IP address allocated. You can do this by getting a DOS window up (start > run > cmd) after you're connected and typing in

ipconfig

that will tell you your IP address, amongst other details. If it's 0.0.0.0 or starts 192.168 that usually implies a fairly fundamental problem.

I'm helping a neighbour who's computer seems to be having the same problem. I'm experiencing the problem connecting to netscape internet, however I'm told there was the same problem with netzero. I was planning on reformatting tomorrow but now I read that doesn't help, so now I'm completely lost. I am able to dial in and connect to netscape, but none of the rest of the computer seems to be able to connect. I attempted pretty much anything I knew of to try to reach the outside world. I was unable to open a web browser to any site. I also was unable to even ping. I'm gonna check to see if I get an IP when I'm back over there tomorrow.
