Computer Problem

I am not exactly sure where to post this but I am trying to fix my friends computer. It runs fine except there is a lot of pop ups that appear in the beginning which makes it extremely slow. Can you recommend a free pop-up blocker? Also, he doesn't have the system restore cd but when I try to run it throught he help and support program it goes through the process but says something like "Could not restore C://Documents and Settigns/system32 apptr or something file is missing. I think a hacker came in and deleted that or something. ALso, it runs fine afterward but there is a white screen kind of like a blank google internet page that you cannot close as if it is part of the desktop wallpaper without a toolbar or X, minimize or w/e signs on it. I do not know how to fix this and it is very bothersome.

Sorry my crystal ball isn't working today, please at the very least tell us what version of Windows is installed on your friend's computer. Or better yet fill in the asked for information in the form below.
