Howdy:
Totally depends on what is on the system now as far as an operating system is concerned..
If it is Win2K or XP, odds are that you are going to need a Win98SE bootfloppy in order to remove the non-dos partition and then create a Primary DOS partition, format that partition and then install Win98SE..

Make sure you have the 98SE serial on the CD cover as you will need it during the install. Use setup.exe on the CD and install to the same folder as you have
Win98. It's usually a 1 hour long straight forward install. You may have some
bits and pieces to tidy up to customize it but all of you data files should be
intact. If you want to be super-100% safe and have the means, save your
entire root drive beforehand. Some folks recommend the install in Safe Mode
but usually the installer will reboot your PC to DOS when it's necessary to replace online Windows files.
Good luck and enjoy WinSE

I would recommend just completely wiping your hard drive clean and then reinstalling Windows, not doing so may leave you with the exact same problems that you are having now.

I'd have to say that when I did it I used a free DOS program called KillDiskFloppy (from Computeractive.co.uk) which you can use to completely wipe the HDD. Then use the Win98SE disk to install the OS. As mentioned if your PC is running slow etc due to the odd but of spyware etc and you want a nice fresh install I find wiping and starting is the best way to do it.
You could always back everything up before you do it via zip /USB HDD etc.
Oh, just a hint...may have just been my PC but I noticed when I started up that I had a lot of driver issues so back up your drivers beforehand. Also my USB conn's weren't working and when I looked in the BIOS it seemed they were disabled...spooky!
Good luck, just remember those driver backups!
