Browser Is Being Blocked (I Think??)

Im trying to fix a friends computer but am having no luck. He uses Earthlink as his service provider but cannot connect to the internet, however, he can receive and send email. He also can get windows updates. I've ran Adaware and cleaned is computer of any adware. I've also ran CWShredder and Hsremove to clean his computer of any nasties. I also updated his Norton Antivirus and scanned his computer and deleted a couple of viruses. After all this, I still cannot access the web. I believe its being blocked by a hijacker software. Here is the Hijackthis log. Any help would be greatly appreciated. Thanks.

Welcome

Is supposed to use a Proxy Server?
Goto Internet Options>Connections>LAN Settings>
Uncheck to use a Proxy and then give it a test.

You could also install another browser to test such as Firefox or Opera.
