Over the past two weeks my broadband speed has become slow when using I.E. and when downloading. I do not think my computer is at fault with a virus or spyware as I have run all the usual protection and my old computer is now slow and this has not been on the internet since being replaced.The processor does not seem to be in overdrive and the graph I have plotting data transfer shows the speed never gets up to full speed.
I suspect a line fault but would be greatful for any advice or tests I could try to locate why this is happening

If you have cable it may be that the cable company added more users to your line recently. If one or more of them is a heavy internet user, that will slow down your speeds since everybody on the same "node" or line shares the same bandwidth. (DSL doesn't share like that so if you have DSL, it could very well be a phone line problem.)
If you have cable, one way to check is to get online at 3 or 4 a.m. when local usage should be at a minimum and check your speeds. If things dramatically improve, then the most likely explanation is a neighbor using a lot of bandwidth. Of course, if there's a bandwidth hog on your line, running downloads 24/7 or has insomnia, there won't be a change. ;)

if u have adsl (phone line UK style) it can be caused by others
usually at the telephone exchange up to 50 people share the 10mb line going out the exchange, so if u get a hog then it slows others down
make sure ur filters are plugged in properly

Hello blockhead, welcome to the community!
You never stated what your advertised speed is or what you have (cable or DSL there is a difference), also if your getting around 80% then your doing good, it also depends on the site your downloading from, speed will fluctuate as the servers that you're downloading from get busy.
Some useful information located here, (http://cable-dsl.home.att.net/) might help you tweak your settings for a optimum download speed.
