Restoring Windows 2000

I was wondering how Windows 2000 can be restored similar to the way that Windows XP can be restored to an earlier date? I was helping someone out with their Windows 2000 and today they told me that their PDA is not working on the system and receives a com port error. An external CD-RW and a scanner with driver was recently installed on the system and now the person claims one of drivers or software for these devices caused the PDA to not work on the system. Any thoughts on this one? Both the scanner and CD-RW drive uses a USB port and I am guessing so does the PDA.

2000 does not have the restore feature of ME or XP.
