Video does not display on ATI AIW TV Out

I have the ATI AIW 9600 XT and I am trying to play a DVD on both my computer monitor and via the TV out connection/function. The TV out only displays a black image where back at the monitor it displays the DVD movie. This must be a setting or I need to download something. Can someone please guide me as what I need to make this work? I do have the DVD Decoder and the video is coming from the internal DVD drive. This black screen also happens with the ATI TV. I'd like to find the fix for both.

goto Dispay Settings>Advanced>
You should be able to change the display mode

I guess then it is the settings that I need to fool with.

I clicked on the ATI Control Panel's Overlay tab. Then I selected the settings that best fit my situation.
