How do I erase Windows ME?

I have an older Compaq Presario which was upgraded to Windows ME prior to my receiving it. The computer runs poorly and constantly gives DLL file error messages. I want to erase Windows ME and load Windows 98SE. I have tried to reformat the hard drive and the system won't let me. I tried to delete the DOS partition and again it won't let me. When trying to reformat I get a message that the C Drive is in use. Any suggestions would be greatly appreciated.

You cannot do it from within Windows. You need to be in DOS.
