Outlook Express, Strange file on Desktop

I have a strange file on my desktop when I use OE. The icon is of a generic file with the tilde mark underneath "~". What is this? If I delete it it just comes back. I'm petty sure I have a clean system. All updates, Adaware, Spybot, Ccleaner, AVG. It's 173kb and in attributes it says "Archive". Everything works just fine, I was just curious.

It's a bug due to some update or other that puts the copy of the address book that Outlook Express makes on the desktop instead of in the folder where it belongs.

It's harmless and you can delete it or move it to the correct folder when it shows up.
