Can't delete a file

I was using BitTorrent to download a file. I canceled the download and tried to delete the file off my desktop, but it said that the file was being used by another program. The file isnt being used by another program and I even uninstalled BitTorrent to try and correct the error and even restarted the computer. I still get the same error saying it is being used by another program. What can I do to get the program deleted?

First, clean out your temp and temp internet folders..

Now, boot into Safe Mode and try deleting it now..
