I used directions from: http://www.tweakxp.com/article140097.aspx for manually removing OE from my XP HOME. But everytime I get to the part where you have to rename .exe's and .dll's from the dllcache folder and OE folder, they come right back.
I rename the file first, from the dllcache folder to whatever.old and then, the 2nd copy. By the time I get back to my OE folder to delete that file, it's back (AND with the .old version!) What can I do?

No offense, but those are the same instructions I had a link to, and they're not even as thorough. It doesn't have much to do with the problem I'm having with them.

You can try XPLite trail version to remove OE.
