Buttons Slow

I use Netscape ISP. I frequently get an error message for its Web Accelerator (error 100). Often, I have to try two or three times to get the internet connection established. Tech support for this provider is for the most part nonexistant. I have to threaten to cancel the service before they will fix anything.

Deleting cookies, files and history doesn't help.
I use Internet Explorer 6. I am finding that I frequently have to click on a button three or four times to make it work, whether this is a button within a website, or just the "back" button in IE.
