Someone said they were gonna packet me cuz they didn't like me and now my internet is slower and ping in game servers are 10+ higher and registration is bad. Is there a way to fix this? How do people packet others, it's not fair.

If the person is using a Ping attack then you could ask your ISP to change your IP Address, or you could just try Resetting the Modem to see if this refreshes your IP.
If you know this person then report them to the ISP.

If you are on boradband I have one word for you....Firewall! Being behind a router is best but if you aren't then at the very least use something like Zone Alarm. This would close or even stealth most ports used in "packet" attacks thus making them useless.

I have to agree a firewall is a must, but even then the attack would still eat up bandwidth. So the best option is to try to get a new IP.
In addition to running a firewall I run a client for dshield.org (www.dshield.org) and the reports all the hits up to them. They collect the hits from all over the place and report any obvious attackers to their ISP. I also get daily stats on the hits on my router so I can see if there is a peak in hits.
