won't restart

I took my computer in to have it cleaned out and an ethernet card put in. Since then I can not get it to restart. I just get a black screen with a white dash in the upper left corner. Also when I turn it back on I get the start up page, where my options are normal, safe mode. etc. How do I fix these. I am opperating windows M E.
