Windows ME TROUBLE and system restore

Tryied to load MSN tool bar, I'm getting this error message. How do I fix This.

Error creating process<C:\WINDOWS\TEMP\IXP000\TMP\Setup.exe>. Reason A device attached to the system is not functioning.


Next error message.

The SETUP.EXE file is linked to missing export.
ADVAPI32.dll ConvertStringSecurtyDeciptorTopSecurityDescriptorW

Can antone help me fix this problem??

It depends on what version you want to install. If you are using win 98/me you have to download version 1.2 from http://toolbar.msn.com/default.aspx
version 6.2 is only for 2000/XP.
