Hi seal, welcome to Cyber Tech Help.

The error your showing is a malfunction of the program WinAce.
WinAce is like PKZip or WinZip, which are compression utilities.
If you have some sort of compression set on your computer I would
suggest you undo all of that and just let Windows98 run normally.

Without information about your computer or what steps you took
when reformatting and reinstalling Windows98, it's hard to know
what is going on. It would also be helpful to know what programs
are running on startup.

You'll have to make a note of the exact error message. *.DLL files are
pretty important files for WindowsXX.

For now you can run System File Checker...
Start(button)
Run...
type sfc
then click the
OK(button)
then click on the
Start(button)

After a major hardware upgrade like m/b replacement, it always pays to at least reinstall windows, normally reformat & reinstall is safest option to get stable o/s.
