Lot of stuff going on in that pic and lots of ways to do it. I use Paint Shop Pro so I don't know the names of the tools in Photoshop but to get the overall effect:
Change the image to grayscale.
Select areas you want to highlight with color and make a new layer of the highlighted selection.
Color the selected area with either a paint tool or hue/saturation tools.
Adjust the opacity of the layer then merge the layers.

A lot depends on what you are trying to achieve here. What did you do to get here in the first place, or is this image a RAW or JPEG file? And what filter(s) have you applied to this already!
