Internet Control

If you were to compare the internet to a community, what type of place would you want it it to be with regards to government control and protection?

Jungle...NO rules...anything goes. Anarchy is the name of the game.
Wild Wild West...very limited controls...user beware and self-defense is a required skill.
Big City...can be dangerous, but you see a cop once in awhile.
Suburbs...you can walk the streets safely, but a little boring.
Upscale Community...lots of police, but you get fined for a messy yard.
High Security Building...very tight controls...very safe, but you wear an ID badge all the time.

I chose Wild Wild West, I feel the internet needs some kinda control other than one's self. We all know the dangers of it, and if we don't, then it's high time we all learned/realized how bad it can be!!!! :(
