ISP Spying

Is their anything i can do about my ISP spying and slowing my file downloads, it takes 3 days to download a file, they admit its going on but for DSL provider they are the only game in town and they know it. So the only benefit for having DSL at $51.00 per mo. is a tad faster web surfing, can they be serious? Any help apreciated

Are you sure they are the only ISP you can get in your area?
Personally speaking [at that price]I would be voting with me feet!
I've heard about these companies who manage your account even though you are supposed to be on an unlimited package.
