Format or not to format a new CD-RW disc?

I heard that someone does not format his new CD-RW disc before use. Currently, I have original Pinnacle Instant CD/DVD (version 8) installed in my PC. I tried to experiment this by dragging a word document file and a picture file from C:\ into “Pinnacle Instant Write” (the circular disc as created in the desktop) for burning them to a new, unformatted disc. However, a message pops up:
Error copying file or folder
Cannot copy the file “…” the disk is write-protected. Remove the write protection or use another disk.
The 2 files cannot be copied or burned. How to remove the write protection of a new disc?
If it is true that a new disc does not need to be formatted before use, is there any restriction on the type of files? (for example, a picture file & a multi-media file can only be burned to a formatted disc)

Well, I have learnt something new. It is confirmed that a new CD-RW disc must be formatted before use. But, now, there are new types of discs that will do formatting and burning together. In other words, when you burn your disc, the software will format it first.
Problem discs that are not completely formatted cannot be used or accessed anymore. Just throw them away. To minimise the problem occurred during formatting, we must update our CD writer and burning software to the latest version first.
