blog bulletin thing

As you can probably tell by the title of this post, I don't really know what I'm doing.

I'm looking to have some sort of bulletin post thing on my website on the main page. How would I go about doing this? Something simple like you would see on most sites where you post a little bulletin and people can leave comments.
Any help would be much appreciated.

If you are infact after your own blog, you could try Blogger (http://www.blogger.com). It's free and doesn't require any web design knowledge.
